The devil probably doesn't exist in Doom either. At least there has never been any evidence as to his existence. Hell is just a force of nature. Fortunately so is the Doomguy.

last boss of Doom 2 was utter shit. How unimaginative. We never met a true Devil archetype in the doom series. There are the murals however, that indicates there's some bigger baddie somwehere

I dont think the John Romero part is supposed to be canon. The player is not meant to go back there; you can only see it is Romero's impaled head if you use noclip. The game implies that the Icon of Sin is a colossal cyborg demon thing with a full body to match its enormous face. Its giant body has been cybernetically attached to various facilities across hell. That is why the game says Icon of Sin lays waste to miles of Hell's surface as it dies.

I dont think it Icon was supposed to be the devil though, just the biggest demon you've ever seen, leading the invasion of Earth (I think?)
