Mario has always been accessible to everyone ever since his first game. Catchy music, incredible gateway to 3D platforming and people will always find a good memory from the moustached-man no matter what.
Change up the formula, continue to make the best games in the industry. Most of Nintendo's original competitors are dead.

The only other classic character whose games were good at that was Megaman but everyone at capcom suddenly had a stroke or something and turned into blithering idiots who ruined almost every single series they controlled in just a few years after decades of success.

Good games, plus he has a fundamentally charming design/personality/world/deepestlore.
His first console game basically saved video games from the Atari video game crash. His first 3D adventure put down the framework for the 3D collect-a-thon genre. All his games afterward have basically been quality. That's why he's still relevant.
Pac-Man was an icon of the 80s arcade era, but has kinda just floundered about years with a couple good games and a couple meh ones.

He's like the opposite of Sonic. Sonic has survived for years solely based on his design, while Mario has survived for years because of his gameplay.

Nintendo would have to fall a great, great distance from where they are now to produce a Mario platformer as fundamentally broken as Sonic 06. It would have to be a point where they'd lost all their talent, all their dev time, and even the basic motivation to maintain Mario's longstanding record of solid-to-fantastic platformers. No-one can predict the future, but I find it very difficult to imagine.
Sounds like the 3rd party nintendo so many idiots want. Sega's downfall clearly wasn't enough of a deterrent.
Kept the same basic gameplay and refined it over the years while still adding new and innovative mechanics to make the games seem fresh
It's plausible but Nintendo has shown that they are amazing when they actually try (at least with Mario specifically). New Super Mario Bros. 2 and Wii U is probably the worst mainline Mario games and at most their just incredibly mediocre and was largely that way because Nintendo didn't even bother with them beyond just throwing some shit in the line up whilst they were working on the real game they wanted to market.
The tragedy of Sonic is even when the devs try their hardest their games still fail on the account they are completely out of touch of game design and their own fans.
I honestly think New Super Mario Bros. U is one of the best Mario games.

Luigi is too cute. Mario gives that action hero vibe, as does Wario, so they both make great protags, but Luigi is the kinda guy who'd rather not be doing what he does and go be a housewife.

If I had to point to one thing in particular? Mario 64. That game had a massive impact on the gaming landscape and made Mario a household name. I still remember the feeling of wonder that game instilled in me all these years later.
It's almost as if it's more about the gameplay than the character.
