Yea they changed it about 4 months of so ago when people bitched about the summer events or something. I believe you only get dupes if you have almost everything. I have over 800 hours in the game and stopped getting dupes when that patch went live.

they lowered the dupe chance because people kept saving up credits and buying event items and not buying loot boxes
they obviously painted it as a good change so you get more event sprays without all those pesky dupes even though its not any easier to get legendary skins
