NEC who made the processor had existing 64 bit processors but it just wasn't something we saw in home use yet. It was pretty worthless on the n64 it still had 32 but buses and devs almost never used the 64 bit operations.
Intel and Microsoft. The latter was mostly to blame really as without OS support there was little reason to move from 32 to 64bit CPUs.

Marketing really. They simply wanted a number that was bigger than the competing numbers. I myself fell for the 64 bit meme when I bought a PC with an Athlon 64 in 2004 when 64 bit Windows XP was still experimental, useless and highly unstable, and I ran 32 bit Windows the entire time. Afterwards I actually went BACK to a 32 bit processor and didn't return to 64 bit until 2011.
