Oblivion and to a lesser extent skyrim do have radiant AI though.
It's just not as good as the bullshit video they put out that used scripted sequences.

It's simple developing items with the crafting requirements of multiple ores and processes, which benefits multiplayer.
You can pay bards to play specific songs so people in the tavern get so drunk that you can easily rob them.
Getting drunk in oblivion would lower NPCs disposition towards you, they'd like you less

There was lots of little things like this that happened in oblivion but got completely removed in skyrim. Another one is crime, in oblivion NPCs with low responsibility could steal or attempt to pickpocket for food etc. This never happens on skyrim, the responsibility system was completely removed and no NPCs ever commit crime such as theft.
Skyrim's crafting is unironically entertaining, especially where there are reasons for going out and exploring (survival modding, etc.).
The itemization getting something like really OP affixes / abilities from [legendaries], though, makes simple systems (even durability) diverse and motivating -- albeit deep action gameplay, character and world choices, and relatedness/socialization (intrinsic motivators) are still best as primary.
