Rewards will somehow make it worth it to play through the normal questchains. My guess is that Azurite AP 2.0 bullshit will make you want to grind the opposite faction quests.

Still, you are lvling up to 120 with just 3 zones before you can unlock the opposite faction zones?

If the zones are big enough and have enough content I guess it's not that bad.

Ion made it sound like grinding the neck is the true endgame. Leveling sounds like it matters less than it ever did before.

Given who said that, it's fairly safe to assume true.

I think that's the best way to approach a expansion based around the faction conflict.
Besides they said there are Horde Questlines on Kul'Tiras and Alliance Questlines on Zandalar once you hit 120.

Don't forget that all zones are now going to scale, for revamped zones the cap will vary but the upper range will be 60, after that it's WotLK and/or TBC ranging between 60-80.

leveling in modern wow is a meme, it takes like a day to get to max level and then all that content they developed becomes instantly worthless

Plus, Blackrock clan and Mok'Nathal as consolation for no Ogres.

That's why they made it two small sets of Islands.

Also warfronts, which are 20 man raids but with NPCs backing you up.
