A Steam release wouldn't be doable anyway since the PC version was an entirely different (inferior) game from the console one.

I think 2K holds the Nickelodeon license now, although they only made one sports game with it and then never anything else, IIRC.

THQ Nordic is in the business of rereleasing everything they own on modern platforms, but they don't own the license so it's never going to happen
They're the kind of people who will port Legend of Kay to Wii U and Sphynx & The Cursed Mummy to PC just for a little pocket change
Bug Nickelodeon about it, they're the only people who could possibly make that call but even then it's unlikely

i was surprised people played pc games when i was kid, always thought pc games were the ones like popcap games and such. Going to best buy and seeing that version of it was even a bigger awe.

children didn't have gaymen PCs, so children's games didn't get PC ports. they got shite flash games and minigame compilations because it made more money.
there were some exceptions, like the incredibles having both a real PC port and a casual shitware game for people with bad PCs

As this user said is part of it hardly a market for it. Consoles and PC were also still very separate markets nothing like today. Big budget PC exclusives were very common because of the massive hardware gap and PC players were mostly interested in those so most devs never bothered.
