There was also a game announced at E3, full coop about breaking out of prison but I think the meat of the game is set outside the prison. Might want to check it out.
That being said it would be really interesting to have a full game like that. I remember someone saying that fully simulating a city block would be far more impressive than the current city open worlds. A contained community like a prison would be equally as impressive. Each day having a schedule, different factions, interactions, etc. Breaking out wouldn't even need to be the main focus of the game.
