I just started playing P3 FES for the first time. Am I supposed to explore Tartarus every night? How exactly is this games dungeons set up like?

No, you only have one deadline which is January 31st, just make it as far as you can, there's a point where you can't progress further until the next month, each month and you'll be fine. Should only take around 5-7 days of dungeon crawling to do that.

Yep. Visit tartarus until you reach the blockade, then do social links during the day and grind stats during the night.
Story doesn't start until 30 hours into the game and doesn't 'get good' until the last couple of hours.

That's a bit of an exaggeration, there are bits here and there that slowly build up but nothing really substantial happens until November. Not everyday is the same sometimes there are scripted events that will alter what you do a bit but for the most part yes every day is the same thing.
If you're not feeling it I would recommend moving onto 4 or 5, they drastically improved the gameplay loop and story pacing.
user is exaggerating. The story is focused on introduction of characters and what each of their deals are up until November when the purpose of everything becomes the focus. Basically the stakes take about 5-6 months to be raised but it's worth the investment.
There are a couple of events here and there, but you will still find yourself climbing Tartarus because, well, it's a big ass tower and it must be related to shadows and whatever syndrome.
You will also get to meet the worst character in the Persona series, Aigis.
That said, the finale and atmosphere are pretty damn good.

I played 5 then 4 first. I still like 3 but I was just wondering how the pacing was and how exactly it’s set up compared to the other games. I’m used to 4 and 5’s time limit of defeating someone’s shadow.
the game is absolutely boring as shit. It was literally one of the first games I played and I was so sold on the premise but that didn't stop it from being a slog the entire 130 hours. I was so glad when I beat it

It can't be helped. Atlus was reinventing the series so they're bound to fuck up here and there.
At least they learned from their mistake. P4/5 have better pacing, party member slinks, and they got rid of the dumb AI system for good.
Oh it's pretty much the same. Each month is about a new party member pretty much and then on a full moon night you all need to fight a boss Shadow. There's a few subplots with a set of minor antagonists but like the others the actual important shit doesn't catch the characters' attentions until the final 3 months.

I'm a huge Akihikofag, but Junpei is the only p3 character with decent character development.
