It can't be Steam fuckery either since the other games are on Steam too and those two are pretty popular so Valve wouldn't limit the keys only for those two.

Indie devs don't want to give a shitload of keys away for such a low price so they only give a limited amount to HB. It's not a hard concept. HB doesn't generate the keys.
