not op, but it's kind of a no brainer. they're done with sc2 and their RTS team is working on SOMETHING. unless they're creating an overwatch RTS or some shit like that, it must be warcraft 4, since they've flip flopped between SC and WC for more than a decade now.
only chance they're not working on it is if their RTS team was disbanded, which we would've heard about a long time ago.

They might not, but technically their last 3 RTS game releases have been Starcraft. It wouldn't be crazy if the next was Warcraft.
They've spent a ton of time, money, and energy creating an exclusive game engine for RTS which they already use in SC2 AND HotS. The foundation for a new game is already there.
That said there is a lot of rumors their next 'rts' will be more mobile/clash-of-clans style.
but seeing how SC2 Co-op mode rakes in the cash with 5$ dlc commanders, they'd be dumb not to double down on this mode.

a lot of that talk comes from a ton of 'hiring posts' which suggests a new MMO or Mobile RTS might be a separate project

You're confusing Co-op mode with Archon Mode
Co-op mode is a teamup of special commanders you level up to gain powers and upgrades. You should check it out, the first 3 commanders (Raynor, Artanis, and Kerrigan) are free now.

I don't play ladder, but yes. And there is only LoTV ladder now, they don't have the older Wings of Libery and Swarm xpac ladders anymore.
For F2P you have to win like 10 "Wins of the day' in other modes first to unlock ladder though (to cut down on Smurfing)

Ideally Warcraft 4 takes place during the Vanilla-WotLK time frame, just so we can have a sensical telling of the canon. With that in mind our initial commanders would be >Alliance Anduin with his two advisors, depending on which one you go for changes the unit types you can field. Magni as the slow defensive commander. Mekkatorque with a heavy mechanical theme a la swan. Tyrande who is basically a knife eared Vorazun. >Horde Thrall and his green niggers are the blitz guys Whatever voodoo nigger troll was in charge at first doing some stinky dude weed stuff. Cairne and Tauren who have top tier end game but rough early. Sylvannus and her asymmetric warfare, ie; plagues and Assassins. >BC Velen and space goats with a meaty front line and support abilities. Lorthramar and his junkie elves some implementation of the mana addiction. >WotLK Ebon hand and its death knights, raise dead and tanky frontline basically just nega draenai.
Antagonists range from fight Defias to fight old gods and legion.
DLC will have Illidan, Vashj, Kaelthas, Arthas, Kelthuzad.

Uprising was supposed to be a full-fledged expansion with co-op and MP and everything. World economy shat the bed around that time and put EA into full panic mode. Uprising and C&C4 being quickly pushed out to recoup the development costs as quickly as possible to dig out of the dump.

There's only one other way they can do it, and that's the full jew Activision path:
Release Warcraft IV as a low effort companion piece to WoW. They would release expansions for Warcraft IV and WoW in tandem, where the RTS would sloppily build a little bit of plot foundation for WoW, and then you would visit those places in WoW as dungeons and raids. Blizzard would release the two expansions as "deluxe collector's editions" and price them at around $80 - $100 USD, throw in a mount / pet / RTS portraits, and Blizzdrones would eat it up with a spoon. And they'd just keep doing it every year.
