Japan already put multiple gacha laws into effect over the years and developers who attempted to put mobage-like mechanics into real games got into deep shit for it (JJBA All Star Battle is a prime example). Core gamers in Japan aren't willing to take the same kind of assraping mobage players do, even just lacking characters or having bad DLC practices can cause a game to flop.
Shima Drill sucks but Komatsuzaki Rui is the main DR artist and his FGO designs have been good so far

All Star Battle had a campaign mode where you could only play a certain amount before running out of stamina, which took 20 minutes to recharge unless you bought a stamina refill with real money. This of course, didn't fucking fly and people were pissed about it, so Namco nerfed it down to where it'd only take a couple minutes to refill

odds are the same either way, but doing 10rolls theoretically wastes between 1 and 9 rolls on average. but you get free 4* ces for doing it, which can be useful.
