There is no such thing.
Learn to play and adapt.
Lotsa Agility and Int. Above average Perception for ranged combat. Melee is shit in F1 and you get power armour and implants to boost Str so don;t put much in it.
Tag at least one weapon skill. Small guns are solid in both games, but Energy Weapons get ahead in the endgame in F1.
Savescum and steal/pickpocket everything that's not bolted down.

High agility, go small guns for starters and then energy weapons.
Intelligence for skill points.
Perception to hit things.
Charisma dump stat.
Strength, endurance and luck as you please.
Tag small guns, speech and science or repair.
Later on get tag perk and tag energy weapons if you need the cheaper skill points.

And don't forget to take Gifted. The pros greatly outweight the cons.
Agility and energy weapons. Find the alien blaster then just destroy everything in one hit.
Go for Action points through agility and Increase your hit chance with Perception, iirc there are some useless perks that seem beneficial at first. so either look them up or if you don't wanna do that, THINK REALLY REALLY HARD ABOUT THEM

You'll need the gifted trait for bonus SPECIAL. If you want more stat points at the start you can pick small frame as well, but this comes at the cost of less carrying weight.
As for perks I recommend Quick pockets, Bonus move, Better criticals, Bonus rate of fire, Action boy and Sniper.
I also like to take the Fast shot trait at the start, but you should probably avoid this on your first playthrough since the aiming mechanic is a fun part of the early Fallouts.
Isn't there an Agi implant in F1?
Why everyone loves perception that much..? I've completed the game with 3 or 4 and it wasn't difficult at all. Once you have over 100 points in guns, you're pretty much accurate.
Endurance seems better for HP and resistance if you ask me.
Hell.. I would even prefer Charisma for some quests and unlimited cash or luck for that UFO blaster.
You don't really need endurance though at all, crits will kill you anyway no matter how much health you have. Might as well put the points somewhere else.
And you really need STR 5 because most weapons have str5 as requirements for shooting without accuracy penalties.

Ah yeah you're right, I was looking at my FO2 character sheet.
You get huge penalties over long ranges if your PER is low. This is due to the PER range modifier. It's a very cheap way to save on skill points, especially for certain weapons that come with innate penalties.
As I remember the only 2 guns with a long range in FO1 were Sniper and Laser.
Plasma was kind of mid range. Maybe that's the reason I had no problems with low PER.
But it really depends on the playstyle I guess.
FO1 was the only Fallout with working pacifist run, so in some way it's even doable with 1/2 PER.
Use one of the 3 starting characters, they are built around certain playstyles and teach you how and why skills matter. Afterwards I'm another playthrough you can create a character based on your preferences
All I remember is guns are good early and then energy weapons are good for the rest of the game. You can find energy weapons down in the sewers filled with gouls I think the place is called necropolis.
You could put a scope on the hunting rifle then it was pretty good for range until you get the sniper rifle.
Just beat the game
fuck charisma and endurance, go for at least 8 in Intelligence, Luck, and Agility, and at least 6 Perception and Strength
Get Finesse and Gifted, tag Small Guns and whatever the fuck else you feel like
Save scum like a bastard, and never stop aiming for the eyes, and pick up the crit related perks at some point
Also energy weapons are a meme, you can rape this game with a sniper rifle

Damn. F2 was great. I still remember my 10 CHA + sex appeal + kama sutra master run. Fucked literally everything on 2 legs..
Should really replay that one someday.

Gifted for traits, nothing else. Well worth the drawback. No matter what character you do, always go to 10 AG straight away. Being able to attack multiple turns from the start is a godsend.
