Probably has to do with smaller budgets. High budget = more oversight = more faglords sticking their dicks in the pot = your game tastes like balls. Smaller budget western games sometimes focus on gameplay as much as Japanese ones.
Japanese games designed by committee suck just as much as western ones. See: FFXIV, FFXV, capcom shit, etc.
