I don't think it's that "Locke kicked his ass" so much as it's "Locke did surprisingly well considering how Chief is pretty much superior in every way except perhaps gear".
Personally for me though the fight was fucking retarded because the rest of Osiris just sat there and fucking watched Locke try to solo a fucking SPARTAN II which nothing human should be fucking capable of. In actual police situations you will easily see more than three or four cops dogpile a nigger just to minimize the chance of escape, and Osiris should have done that here too considering just how much of a threat a II is, even to a IV.

You can't just gain all that protection from armor not lose some mobility. Chief can bench 500 pounds but that doesn't mean he won't be unencumbered by his armor. If you want fast frantic action like a marvel movie watch those shitty movies made by the RvB team

I wouldn't know how to do a full write out, but I would create 2 separate campaigns with 2 endings (Chief wins, Locke loses or Locke Wins, Chief loses) and at least have Chief visit Arbiter to tell him what Oni did to create the Storm.

its well established in the lore that the armor makes spartans fast and agile as shit. Two examples are here: in fact regular unenhanced soldiers cant wear the armor because the speed at which it moves its users shatters bones
If I remember correctly, it would enhance the force of movements in the muscles, making them so much stronger. Hence why Mjolnair would never be allowed for regular soldiers (Other than the cost) because it would strengthen the force of their muscles so much they basically rip themsevles apart.
I haven't read it in a while myself. Essentially it's engineered to move faster than normal humans are capable of, and the only reason spartan IIs are able to survive wearing it is because of all the augmentation they had done to increase bone and muscle density

What bothers me is that they basically did nothing with the Halo universe after 3.
They could have expanded the universe, made a big space opera with factions from across the galaxy filling the power gap the Covenant left behind.
We could have had innies that took over UNSC refineries and manufacturing plants after the war to produce their own gear and put them on even playing ground.
Or a alien faction that takes humans into their ranks, or a completely new alien empire.
Instead we have Nu-Spartans and the Covenant-again + robot flood.

Halo 2's campaign, ODST, and Reach were terrible, that's why it was never pursued. I agree though with the Spartan IVs they weren't needed and when Spartan Ops failed in Halo 4 that was a clear sign telling 343 that no one wanted them.

Now that you mention it I think that would make for a pretty interesting horror game. make it based around positioning and ambushing since you probably can't take them in a head-on fight sounds fun
