Fakemon have been getting made since Pokemon was around, yeah. Same for most fan-characters/drawings. It's just that some franchises are more conducive to it than others. Mario doesn't work well because you need to be able to draw a (relatively) realistic human in order to make passable artwork, and the story/world of Super Mario didn't leave much room for normal OC's. The Sonic universe is, by comparison, full of easy to draw, big-headed, simply-shaped characters, has a 20 year old and absolutely enormous comic universe, and (this year) gave all the OC donut steel creators an ingame seal of approval.

Same reason a bunch of grown autists didn't make MLP OC's until the current series: It's easy to draw (though if you managed to search the web when FiM just started you would find 40-50 y/o women that had been role-playing for two decades using the 80's mlp format).
