Ethics and morals aside, Potion Seller's business model is not viable in the slightest.
It depends on how much he makes per potion.
Maybe he doesn't want his clients to come back crying because the potion had little effect on them.
Although he was indeed rude, the potion seller was in the right.
His potions were far too strong for a warrior of his low caliber.
They'd simply kill the knight. By rejecting his business he essentially gave him a fighting chance to better himself.

It will destroy his business if new gets out about someone taking one of his potions and dying. It won't matter if the buyer was a puny weak runt and obviously not of the strongest kind of adventurers who had no business consuming Potion Seller's most powerful potions. The damage will have been done.
