No. They were always that as bad as they are now, but they became complacent with what they need to do to sell, which is not make a quality product, but spend lots on marketing and lowest common denominator generic bullshit like jeremy soule and *airquotes*EPIC*airquotes* music and trailers. Also a handful of known voice actors for the finishing touch in the veneer of "polish", but not the unnecessary kind of polish like making the game not a buggy piece of shit.

Not saying that skyrim had great factions but they all beat the institute by 10000miles.
Really why the Fuck was it even a thing. Was it for power or robot workers that you can use to rebuild the civilisation.

Also, you get given control of the whole institution but still can't make them stop being nazis. If you could just have them provide tech and electricity to the wastelanders as an alternative good ending, it would make some sense.
