In order to create a game that cannot be cracked you would have to make the act of decrypting it take more resources than the computer can use. In other words the more effective the encryption the less playable the game becomes. DRM is the antithesis to video games.

Because you can't encrypt the whole game with RSA 4096 and expect it to render frames in real time. And if you only encrypt a small part for verification, that part will be bypassed.

Government wouldn't want normal citizens to have access to that sort of power because it would throw the world into chaos.

There WAS a time where DRM was uncrackable but it was with physical media and in the early 90s. You had a hard paper wheel with numbers/letters on it and you had to type in the game

Do normal citizens have access to dangerous quantities of radioactive material? They already have systems in place to prevent people from amassing or collecting enough of anything to be dangerous. Computer parts would be no different. They would limit access to it until such time as they would be impervious to any negative effects from releasing it publicly. In the case of computer power that strong they would never release it publicly. Which is of course nonsense because anything with a will would be able to get their hands on what they want. But they would still insist on keeping it away from the public even though the world is being shredded apart.

They can most certainly make a game already that is a thin client and needs functional servers.
But if you're talking about a key that is offline, and paying customers need access to that key, then it will always be crackable.

Rudimentary computer parts are easy to make because the materials you need to make them are sold in stores. Anyone can make a custom circuit board. Not everyone can make a modern CPU.
