Kind of a dumb character. She is inconsistent and somewhat non-nonsensical. Quiet isn't a real sniper, just someone with superpowers. She could finish most of Boss's missions in a couple moments with absolute ease. There's not a lot of reasons to like her, except for tits and ass.

Which one to use to market her though? If the clothed one, it won't sell as well. If the semi-naked one, SJWs would still REEEEE at it.
And it's a plus if she's always semi-naked (or at least is that way by default) because then you don't have to endure her being clothed until you can unlock her, but most importantly, you don't have to feel shame for doing so kek. Because there's a bullshit rationalization for it. It's stupid but I see why they did it.
