Honestly, I'm not a big fan of Skyrim, I don't really like how they were portrayed in Windhelm. They came across far too sorry for themselves for such a proud race. Then again, who's to say they wouldn't act like that under the circumstances, suddenly being forced to migrate isn't exactly something they could have planned for and let's be real, how many people stay true to their beliefs and principles when put under such pressure? I'm sure as fuck the Nords wouldn't stick by the few cultural principles they have when forced into a tight spot. To get to High Rock they'd have to go through Skyrim and Cyrodiil was engaged in war during that time, to go their would be have been as much as a death sentence as staying in Morrowind.

I feel like Thalmor see themselves as superior to all other races and wish to conquer, if the conquering aspect is shared by other High Elves I'm unsure, but they do see themselves are superior. The Dunmer however just wish to be left alone, they want to indulge their own culture without it being too heavily influenced by that of others, the Imperials pushed their luck in that regard. Of course when they were forced to migrate and were so strongly injected into the culture of others by no choice of their own, they were hateful and displeased.

Taking their homeland was just a byproduct. The main reason the Nords returned with the companions was to avenge those slain in Saarthal from the cold skinned knife eared monsters. They were determined to kill as many elves as possible.
