Some aspects of it do, but not enough. Junkrat becoming the best DPS in the game leaves me feeling kind of pissed. Currently OW is in a pretty good state, most picks are viable at least in some situations and it's all down to individual skill and team work.
The only problem is that over a certain SR it is very hard if not downright impossible to carry a bad team.

Honestly at this point, the only ultimate that's impossible to avoid is Reinhardt's hammer. Everything else can be avoided easily.

no he's not, having autoaim once for 5 seconds every few minutes while shouting that you have just activated it and having only 200 hp means that the opposite team can easily hide or counter you
the ulti is far from being weak but it takes skill to use, just not aiming skill, but awareness and positioning

overwatch is most casual fps
even paladins take more skill than overwatch

That had to be some of the least skilled video game playing I have seen passed off as skill in a while.

I've seen people getting a lot better at avoiding it as soon a they see the retecule on the ground stop moving, people are still learning.
