There was an excuse for that one, the onix was wet
But It did work on a golem and a donphan in some movie though so immunities can be overcome in the anime, other times they also showed pikachu´s attacks not working on ground pokemon other times
So its a case by case basis which is good because the anime is not supposed to be the games where its all numbers and its all set in stone.
