That's actually what the Brotherhood of Steel is trying to do. Restore order and rebuild. Though groups like raiders, super-mutants, ghouls, and the other hostile forces are preventing them from doing it.

Bethesda knows the appeal of the setting to casuals is that it's post-apocalyptic, so they'll never allow any of the game settings to develop beyond looking like the bombs dropped last week. Digging through the garbage of the old age is the appeal for too many people, so they're willing to compromise the believability of the setting to enable it. They don't give a shit, but for some weird reason they insist on moving the franchise timeline forward with every instalment instead of setting them in appropriate periods.
Fallout 3 shows their approach most clearly. They're focused on keeping the franchise recognizable and marketable at the expense of everything else, so what did it focus on? The brotherhood of steel versus supermutants. Americana and hyperviolent gorn. Living off the old worlds garbage. Vaults and retrofuturistic nuclear powered everything.

It has always bugged me, like people couldn't just get a broom and sweep away some of the piles of garbage and detritus just lying around in their homes and streets? Or maybe paint over some of the rusted out piles of scrap metal they live in? It always just feels stupid that people are not even trying the bare minimum to keep their houses/towns/whatevers clean
someone should make a game in a world on the verge of post-apocalypse. a world that's been lived on past it's potential. food is scarce because of overpopulation. resources are nearly depleted.

I think even casuals would enjoy seeing a rebuilt civilization though, there are countless games that have people living in destroyed civilizations and surviving off scavenging and hunting like early humans did before we were civilized. But usually in these games civilization has collapsed very recently, so people are still recovering. Fallout doesn't have that excuse, and gives more opportunities for an interesting world with cities and towns built from the ground up by survivors. It could lead to fascinating customs and new cultures that simply were not able to be created before the bombs dropped. Wouldn't casuals like that? Exploring a future society that doesn't live in luxury, yet is surviving and thriving and rebuilding.

So you have your scrap area set up, thick mud bricks are pretty effective at swallowing bullets. Just ask anyone who's served in Afghanistan. Even the M242 has issues, since it tends to either crater it slowly or overpenetrate completely. Shit for clearing buildings.
People have been build way better houses in the past when you were just as likely to be killed by neighbouring tribes or tigers or whatever while they had to scavenge for food and dirty water.

When it took days of walking to get to the neighboring tribe it was easier to spend time setting up.
All the more reason to mass produce mudbricks desu. Scrap will block absolutely nothing, while you can get actually bullet and explosive resistant defences going in a few days with mudbricks.

Even if you do set up in the building though, there's literally no reason not to start production. It takes fuck all time to get them set up, and you can build a wall or at least some kind of defences around your place.

People are going to congregate in communities of 100-200 pretty naturally very early on, getting enough metal to protect that is going to be annoying and a huge waste of trade power. Mudbricks + a motte is low tech and can be done easily while sacrificing little trade power.
Then think about the rate of metal production compared to the population this far into post WW3 history.
The biggest communities hole up in much better buildings so what is your point?

It's not applicable to the Fallout universe where a global thermonuclear war destroyed almost all life on the planet. There are no foreign countries to send aid, all food sources are irreparably destroyed, most living life forms that aren't mutated are either dead or in a vault.
I want to know more about Vault-Tec. Ingame, you don't learn shit about them or their headquarters other than "We're a big spoopy company behind the scenes of the vaults and used it to perform all kinds of interesting experiments we couldn't morally get away with otherwise"
Where is their HQ? Did they have their own Vaults to survive the nukes? The "All-Clear" was never sent from HQ to the vaults that would receive it, did anyone at Vault-tec survive? The salesman in 4 did as a Ghoul. What was their endgame? Are we ever going to see them as the Final Boss of the final Fallout game? (Read: Never becauase it's still profitable as long as you can mod sex shit into it for free)
