It seemed more to me that it was typical of Nippo's to make more one dimensional villians who scream "look at me, I am obviously a bad guy". This is especially true for anime. I know they do have plenty exceptions to that, but look at FFXV. It has both at the same time. You get possibly sympathetic big bad, and then you got polar opposites of gud guy and bad guy between the king of Insomnia, and the grumpy mean looking fucker that runs Niphelheim.
