Hell, if you go by XCOM2s achievement statistics, it's evident enough:
32.8% beat it on "any difficulty"
5.3% on commander
1.3% Legend
Bonus for Ironman: 1.7% beat it on Commander or higher on Ironman.
Which means of the games 1.6m players only 84800 people beat it on Commander with only an additional 20k going on to beating Legend (or starting out on legend, which I kinda doubt).
Purely by lack of people who beat it, you can say it's "hard".
