Clean your fans properly, the dirt is weighing then down and making them not spin correctly.
Seems like a mispositioned fan or something.
How about opening the case and adjusting the fans so that they'll never make that sound again so you don't have to hit it everytime?

I think you've probably figured it out. Now try booting the PC while swapping out RAM sticks and removing the GPU to exclude those two causes. But I'd also say it's a mobo issue desu.

Either your CPU is bottlenecking your system hard. Or you're mining buttcoins for someone.
There is enough mineral oil in it to dissipate and distribute the Heat enough that there is no heat build-up.
Thata the best thing about mineral oil is that it doesn't fry up your computer nor does it get too hot if there is enough mineral oil surrounding the tower.

In all seriousness if it's a 1/4 second spike it's not a miner, probably a reading error or otherwise your CPU thinks it needs more power than is actually necessary. Not like it matters because running it at 100% wont hurt anyone.
If it's continuously at 100% then you will have a miner application running that is nearing 100% also, obviously. You only have to track down the process and the delete the program attached to it, 30 seconds work.
