i like to think of that as a feature. when you start you're supposed to be weak to instill a sense of fear, constrain your movements until later, and make you come up with clever ways to either level up or get around your obstacles
why are you playing it on console? That was bethesda's first attempt at porting an elder scrolls game and the console can barely handle it. Oblivion and Skyrim were designed for consoles.
By level 6 or 7 I hit everything almost 100% of the time. Pay attention to your stamina, my dude

If you're missing that often it's because you're retarded. Use a weapon you're skilled in and don't fight tired

To be fair, it's pretty shit. Yes, it's just numbers, but it's not engaging, it's not tactical, it's not interesting. Just hitting with your melee weapon on an enemy is one of the lamest things you can do in this game to solve problems.
Just don't sprint if you know you might need to fight within a few seconds. It recharges quickly enough that just swinging won't drop it too much. I'm guessing you also swing as fast as you can? Another rookie mistake. When a weapon says 1-12 damage for example, it isn't rolling a dice when you attack. The longer you hold to charge your attack, the higher your damage. If you keep mashing attack your stamina will drain fast reducing your hit rate, and you'll occasionally land tiny damage. Hit less often but make those hits count. You generally want to be above 80% stamina during a fight.

I mean I love Morrowind to death, but the melee combat is just not good. Even D&D games of its time gave their fighters various options and feats. In Morrowind you better select "always best attack" in the menue because there was no good reason not too.

It's actually a really fucking impressive project. On top of something like OpenMW being able to actually create (and control) something morrowind-tier without any bethesda input is well beyond a mod persay.
im running OpenMW on Linux with an older version of TR and it's very comfy. i haven't even bothered with mods, don't even really know how and don't plan on learning how
