It is a good boss. Actually Sonic Mania has some of the best bosses in the series. It just needs less auto scrolling timed bosses and more bosses that are dictated more around the players pace rather than the games.

I am really trying to figure out what you mean by RNG
Do they do a variable amount of damage? No cause that doesn't make sense in a Sonic game. Do they do different patterns at random, with some patterns being much harder? No, they all* function on pretty stable patterns. Do you deal variable amounts of damage to them? No, Sonic hits a specific amount of times, though it not being 8 hits does chaff my booty. Do they have impossible to time attacks that you are better off trying to predict instead of react? No, not really, however Sonic bosses almost always function under the best strategy of "Attack mindlessly and collect rings when you get hit".
I don't see what's RNG.

Caterpiller's early moves are always the same, comes background to foreground, foreground to background, background to foreground, tunnels to either the left or right, comes from the tunneled side. After that there's some RNG to vary gameplay and it should only matter to speedrunners.

The only ones you listed that have "radically high standard deviation" are Studiopolis Act 2 (only as Knuckles, though) and Titanic Monarch Act 2.
Plus, if you're a speedrunner, you skip the Studiopolis Act 1 boss.
