Well they see it more as everything else is failing so they need to hit big on games to cover the loses of their other divisions. While Kojima is a money vacuum, he is a pretty safe bet for returns based on all the hype he's built around himself.

What I initially thought too, but The Division's problems are that they feel like the same hollow, cookie cutter bullshit all Ubisoft games suffer from. As much as I don't like Kojima, he'll probably use The Division as a broader inspiration for whatever 3rd person team based action game he has in mind; meaning I don't expect it to be as boring as The Division.
