No it wasn't. It's a normal case of Nintendo approaching them and asking if they would like to develop a game for Wii U. Nintendo published it for their own console but didn't buy ownership. They even considered the possibility of ports to other consoles right off the bat but dismissed it until years later.

Obviously it depends on the contract. You can pay to publish on your platform but you can also approach a developer and ask them to make a game for you that you will then own.

How many more times do you need someone to explain to you that they own the assets they paid for? Nintendo paid for Bayo 2's development, so the assets created with their money is tied to Nintendo. If Bayo 3 is the same situation, you won't see the game coming out on other consoles.
LEGO City is probably the only exception I can think of and I wonder how they talked Nintendo through about releasing the game on other consoles. Did Nintendo pay for development in exchange for exclusivity on Wii U, but had to talk it over again with Switch?
