I just got to Hell's Kitchen and have pistols and computers at advanced and low tech at trained + combat strength. I use the open menu glitch so I never have to use more than one lockpick/multitool at a time. I took the GEP gun from Paul at the start and plan on leveling heavy weapons later on. Am I playing the game right?

It's not cheating if it's part of the game. It's the difference between tax loopholes and tax evasion.
Run up to a laser and quick save just before you hit it and you'll teleport to the other side.
Oddly enough, despite my comfort with other exploits, this seems like it actually is cheating.
Stick with the prod
Another tip is to put 1 point into Swimming. It costs nearly nothing and it more than doubles your water speed.

This is correct, though I'd suggest more, advanced is what I get on my playthroughs since swimming is so cheap.
There are several huge swimming missions later in the game, two in Hong Kong, two at the underwater base, one in Paris, and an optional one in New York. They can be completed without leveling swimming, but then again the whole game can be completed without leveling up anything. I'd say swimming is the most valuable in terms of time saved and value of equipment gained per point, and most anons who've played the game would agree.

should I put any points into suits at all?
environmental suits are useful in a few occasions, but they're basically always for optional loot, there's barely any required suit time. My opinion, level swimming up to advanced, then start considering suits
I ended up taking the environmental resistance aug instead.
