Only Microsoft really knows how OG Xbox's GPU works.
It's a heavily modified GeForce 3 called NV2A.
The fact is that the xbone is able to do that because the guys had the original sourcecode by hand and this is what we pretty much missed with that xbox dev kit.
It's mostly a case of nobody caring. There were very few XB games that are worth playing and weren't released elsewhere, so there's no real incentive like there is for Nintendo and Sony consoles.

Not that simple. Just because it's x86 architecture like PC doesn't mean jackshit. They could have built in custom extensions into the x86 architecture that are weird and wacky.
The GPUs could also have weird and wacky extensions over regular DirectX / OpenGL / Vulcan. Cause that's exactly what Microsoft did with the OG Xbox.
