It's less that western devs don't make games focused on gameplay and more that the big names don't do it. Japanese devs are a lot more varied when it comes to their large releases whereas most western big names tend to be real same-y.

I wouldn't say that's exactly the case. I think it's more that Western game devs keep using the same 2 or 3 template gameplay styles for every game, made to be the most broadly appealing and easily monatizable gameplay genres possible. And then they just switch up the plots and settings each time. So they seem to be putting more focus and effort into the story because that's only thing truly new about the game.
Japanese devs either come up with some gameplay idea first and then come up with characters and setting they think match, or just fit it into an existing series (the Mario approach). Or they come up with both the plot and gameplay ideas at the start and try to make sure both fit as they, which is how I imagine many JRPGs are done. Or at least the ones that are good or have some new, weird mechanic.
Where are these jap games with great gameplay? I haven't heard of any.
