You can clean up the spiders on the first phase with no drawbacks, because the boss doesn't attack.
As for the 2nd and 3rd phase. If you're good at dodging the spiders - go straight for the boss. If you're good at dodging the meteorites - kill the spiders first.
Rom first. Use bolt paper and a fast-attacking weapon and she goes down quick, as long as you mind the spiders and don't let yourself get cucked by their dive attacks.

Either option is fine. Killing spiders is safer, killing rom is faster, both options work.

I always take my time and kill the spiders in each phase first so there's less variables working against me. Honestly the fight is pretty easy if you just take your time and don't rush into making dumb mistakes.

Safest way is to clear spiders first. Going directly for Rom is pretty risky, and those spiders can swarm pretty fucking fast, and their damage is nothing to shrug off. Plot Rom, you may be fine going for him first, but chalice Rom you're gonna wanna clear the spiders.

pair that damage with a amount of spiders that accumulate and whether or not rom decides to flail -- the boss is just a crapshoot.

Kill spiders until none are left, then lightning paper + Beast Pellet, poke Rom until she begins her teleport animation, then do your full combo chain
If you're lucky, Rom will just teleport right on top of you, where you can continue to full combo her through another teleport animation and almost always 100 to 0 her.
If not, then

Ignore spiders, run semi-circles around Rom to dodge meteors, get close enough to bait melee spells, step out of their range, then close in to punish while avoiding spiders.
It's really not that hard if you just keep your camera constantly focused on Rom so you don't catch a spell up the ass that you didn't expect. So long as you stay mobile, the spiders will never kill you.
The hilarious thing is going in with high ARC and a leveled Flamesprayer, because it makes very quick work of her. I've seen people summon two others with flamesprayers and literally staggerlock her from 100 to 0.
(S)he can be annoying but you just need the perfect balance of patience and aggression. Taking advantages of openings but not trying too hard to force one. Oh and just sprint sideways for the meteors. Sprint, not roll, or quickstep, or run. Sprint.
Too bad their attacks should never hit you unless you literally stand still or are in the middle of attack-chaining a spider. So long as you are just pacing around Rom, the only thing they might catch you with is an off-screen lunge, but that's easily solved by not being a pleb and letting the fucking spiders surround you.

For argument's sake, I'll add that I always lock on to Rom and can quickstep the meteors and little spiders no problem. But I think that's more a matter of my being used to not even looking at the bosses and just timing for iframes. I beat Camerabeast easier when locked on, too.

Don't bother with the spiders at all, use the sky ice shards attack thing as an opportunity to dip in and dip out by sprinting straight at her, landing a couple hits, getting out, repeat
I just sort of used hit-and-run tactics. So long as you're moving and aware of your surroundings it's pretty easy to not get hit. I focused on Rom, didn't stand still, stayed wary of her close range attacks like her roll thing, and weaved in for a couple hits when there was a decent opening and got the fuck out before the little guys fucked me up. Speaking of them, obviously don't run into a huge crowd of small spiders, that's always full retard territory. But yeah, she was more of a DPS check for me than anything, I was doing fuck all damage when I first got to her which fucked my shit up more than anything.
