2. Smash is going to celebrate it's 20th anniversary in January 2019. It makes sense to release before then.

I don't believe this is true. Bandai Namco owns foreign publishing rights, which was the big thing about Fromsoft going with them instead of Sony after the whole Demon Souls debacle. Fromsoft tends to publish their multiplats themselves in Japan, but isn't big enough to handle it elsewhere. This is one of the reasons because have been debating exactly what that new teaser is about, since Fromsoft is the only company name attached to it, something that would make sense if its another self published title.
