Yeah, I'd say so. I've never played Player Unknown BattleGround(s?) so I imagine this is about the shitty port, but if a game is fun to play then it's fun to play and the technicals of it don't really affect it. The reverse is true, where a game can be ruined by technical shortcomings (like shitty cameras, framerate issues etc), but they usually have to be pretty egregious for that to be the case.

PUBG runs similarly on the Xbone X as OOT and Majora's Mask and they're considered great games.
Botw looks and runs like shit and tendies seem to love it, so yes

initial price
number of sales
time since release
studio historic
I won't buy PUBG, but I'm sure it'll still be clunky in 2 years despite having tons of money, so no excuses.
When you see games like Killing Floor 2, you could be a little more gentle with them, but after 2 years of releases, it's a bit too late.
Minecraft is not excusable for the money/time they had.
Viscera Cleanup Detail is excusable (if you don't know what game it is, it's pretty much why it's excusable, indie game).
Not exactly comparable when the entire concept of PUBG is playing against other people. If someone is playing on the original Xbox and someone is on the X they have a better chance at having the game load properly first so you'll die to them guaranteed
The difference there lies in 4 generations and a half of consoles.
I think that's the specific issue with PUBG. There weren't any other games like it at the time, so it's not like they would have been missing out on market share by waiting to release it. If they had waited until 2018 before putting it out and spent that time polishing it, it would have turned out a lot better, and still would have been the mega hit that it turned out to be.
Stalker is fun and its glichty piece of shit. Also Vampire and less popular games like DayZ, so yes , its ok.
