I think a combination of Hammerfell and High Rock is most likely.
I am far more interested in other provinces, but Hammerfell gets teased so much in Skyrim that I'd be very surprised if we didn't go there. In each game Bethesda tends to tease and hint at the location of the next, for example in Oblivion the Nordic city of Bruma features strongly in the main plot and you even find Pale Pass, which leads to Skyrim.
Then in Fallout 3 the Museum of Natural History has a mammoth at the front.
Now in Skyrim Hammerfell features in a few quests and sellswords from Hammerfell get their own unique clothing and weapons.
Aditionally, I think the Empire will be gone in the next game, likely replaced by the Aldermi Dominion who will probably control at least Cyrodiil and maybe other provinces. Skyrim will be in chaos with Forsworn taking over the Reach and threatening Whiterun and Windhelm being taken over or fighting an insurrection by the Dunmer.
Possibly Solitude will be in ruins after a mysterious disaster causes it to collapse into the sea like Winterhold did.
Icing on the cake? After rumors of the return of the dragons the Akaviri may be invading in Skyrim (and eventually reaching into Hammerfell and encountering the player)
All that is known is it is a trademark they keep renewing.

They had a project years ago called "The 10th Planet" that at least started development and pitched a Star Trek RPG that did not make it past the pitch stage.
So they have had an interest in entering the SCI FI genre for a while.

Is bethesda actually working on a new engine? I've heard it around but nothing solid. If they are, I'm actually a little hyped for the next elder scrolls.
