How is dead money the best?
There is only one real reason to dislike OWB, and that is the very poor scaling of enemies ending them up as tedious meatshields.
You might have an issue with the writing but that is subjective.

Best writing, best characters. Probably best atmosphere. That alone is enough for it to tower over the other DLC.
Honest Hearts has the next best characters, the world space is pretty good.

Lonesome road is a rushed linear boring trek. Ulysses is boring. It was rushed because they had a deadline from Bethesda for 4 story DLC.

Can't say if it's the same for everyone, but i personally loved the atmosphere, and the game actually forcing me to scavange and find shit in order to survive, instead of giving me 100 bullets for the current weapon i can pick up right on the shelve. Plus the story itself felt fun, and fucking over the retarded old man near the end was great.
It does get a little easier once you start amassing stuff from scavenging though.

You're given the perfect weapon to kill Ghost People almost from the start and even if your Melee skill is in the shitter, there are so many you'll never go below 75% durability

Just get a fucking bear trap glove and apply the upgrade and use cross punches. Their entire gimmick is that they die if their limbs are destroyed.
Meanwhile, old world blues has the fucking scorpions taking a million hits to die, and they scale no matter how high your level is.
People like the characters I think, and after Honest Hearts felt pretty plain with the straightforward story, the openneness of OWB was welcomed by most.
Me? I didn't care for the lack of a structure, spongy enemies, gimmicky items.
they all fell in love with the talking waifu armor.
Learn how to target limbs. Or get bloody mess if you suck that hard.
OWB had the best cohesive quests and map though.

Old world blues starts out interesting enough, until you're finally done killing a meat shield enemy for the 100th in less than 5 minutes, while still finding enough stimpacks, weapons, ammo and rugs to last you a lifetime, and running into OP as fuck upgrades for literally anything you could ever need, not to mention some being absolutely free to get, or just requiring a simple ass challenging to get.

The holorifle alone was great though. Only one bullet, and the damage was pretty good for enemies.

I think DM is the best as well and that OWB was the worst, but the DLC are clearly very polarising, with DM either at the top or bottom of everyone's list
Did you play it when it was just released? I remember one particular bug where it wouldn't register that you were away from those stupid speakers that made your collar beep in one area. Had to load a save from two hours prior just to advance. But then again it was on the 360 so who knows? All I know is that a survival horror style of gameplay just doesn't mesh well with Gamebyro's clunky shooting.

I don't get how people had trouble with ghosts. Even if you're not versed in melee can't you just break limbs off by attacking them with whatever shitass weapon you have? Shooting them with a shitty weapon if their corpse is at a distance? Do people just automatically erase the existence of a ghost person from their mind once they ragdoll?
Dead Money had the best writing, characters and atmosphere, but it was just a Bioshock pastiche. OWB was like the worst parts of Fallout 2 and should've stayed in the Van Buren design document. It's embarrasing to play.

I distinctly remember that when you deplete their health they fall down for a bit, giving more than enough time for Dog to eat them or for you to run up and cut a limb off. They're the least annoying part of Dead Money by far.

You don't even need to run up though. You can blast their head or any limb off. You can buy more ammo at the vending machine with Sierra Madra chips for the Holorifle.

The problem is Obsidian didn't have a single dedicated playtester for any of the DLCs before LR. The janky ass engine didn't help matters but it's not all Bethesda's fault.
I always forgot about the holorifle so I just use the police pistol and a cosmic knife. There's also the gas bombs too.

I loved the atmosphere in the villa and the fact that they take away your overpowered equipment in the beginning, so there's some challenge involved.
OWB was so bad I stopped playing halfway through it and never went back to that character. lolsorandumb writing, damage-sponge enemies, boring environment.

Challenge is meaningless in DM since you are showered in chips all the time meaning you can easily make yourself an unlimited supply of stimpaks, ammo and repair kits.

Jury rigging doesn't work well in the Sierra Madre so repair kits come in handy. Jury rigging in fact does not work for the Holorifle since it can only be repaired by vendors or repair kits.
