I also looked into the youtube livestream that was mentioned in the article you linked and it sounded more like he's part of the staff management side of the project and not the development side. He's even referred to as "project lead" in the interview I linked. There's a big difference there.

Every single article published about it says he's in charge of development and multiple different outlets have their own Japanese translators all saying the same thing, he's in charge of development. KH3 has already been in full time dev longer than XV was. Hell KH3 has been on UE4 full time longer than XV was on Luminous for by the time it released.

XV only went full time dev from 2012 and finished in 2016, and they only went to Luminous in July 2013, and it was released on November 2016. KH3 was on UE4 since July 2014 and will be releasing sometime in 2018.
