My friend has the new i7 and a 1070ti. He only built it last month.
It was at 1080p. Bumped it down from 120Hz to 60z to see if it would help, and nope. Still runs like a broken piece of shit.

Using an older i5 Haswell with a 1060 here, getting 60fps near everywhere except specific areas with large apartments, and slight judder during the 100-player airplane at the start.

Works for me.
There are guides on how to tweak performance to get the most out of the game. I'm not defending how terribly optimized it is, but there are measures you can take to make sure it runs at a constant 50fps, as it does for me. I just turn textures/details down. It's not like the game looks that great to begin with.
