EW2. At 60+ fps the game looks cheap and shitty. At 30fps though, the game takes on a more cinematic feel and you can actually see the motion blur which actually makes the movement seem more real as well.
Dark Souls 1 (and EW1, frankly) was the same way.

no. Even capped the first game at 30fps for the same reasons when I first played it back in 2015. In fact, if there's an option to cap a "cinematic" console port at 30fps and it also has a motion blur option, I cap it at 30fps every time.

The ONLY game where I would agree with this is Quantum Break. Everything else is capped at 30 fps. It's actually jarring when a cutscene ends and gameplay begins.
It also doesn't help that the PC version still isn't perfectly optimized so trying to get a solid 60 is a nightmare.

Games were animations were usually done for 30FPS are better playing with a 30FPS cap.
Halo 1 on PC is such a game, without a 30FPS cap the animations are wrong.
