Just playing Shogun 2 and while the game is fun at the same time it's completely ruined by the rebel system. I literally can't go and conquer because if I leave my city instantly gets into a bad mood and SUDDENLY there is a bigger army than mine out of nowhere from the place I just conquered? What did they think when they designed this shiet?

the rebel system used to be fun in med2 where you could assassinate every king and heir and turn the entire kingdom into rebels. also i think it's because you're not stationing troops there.

Stick your lads in there while you build +Public Order buildings, turn off the tax unless it's a huge amount. Then move on and have some Yari and Archers camp in it.

And yes, the AI is cheating, so it has acutal difficulty, because coding is hard for gamedevs

you need to keep some cheap troops in newly conquered cities, eventually the city's discontent towards invaders will go down and you'll only need like one army there. having a mitzuke in the city helps too, but make sure you spec him towards supression.
try to avoid conquering territories with different religions if you can help it.
hopefully you have some stacks nearby to deal with the rebellion. if you do, just wait for them to attack a city and play out the battle, don't auto-resolve. you have insane defennders advantage in this game. once you repel them, just go out and crush the rest.
It could be cool if the rebel army was huge but made up by poorly armored and trained soldiers. I remember playing as the empire in warhammer and a rebel army spawned with a bunch of troops that i haven't even unlocked yet. Complete horseshit.
I am playing Attilla at the moment and so far all the rebel armies that have spawned is small in size and easily manageable if you have an army nearby. It sounds reasonable to me that the rebel army should start out small and then grow if you leave it unchecked for too long.

The rebel system is as close to what would have happend irl after a tribe/nation being conquered.
you have to think, what culture, architecture it has and what effects it has, sometimes it is better to kill everyone and start again.
What you are supposed to do is stay your armies their for a while to quell dissent, then leave a small force, the amount depending on it's population effects, slowly moving the armies out or disbanding them.
Also the closer a settlement is away for the main capital the longer you will have to keep an army in it to quell dissent.
Exempt them from taxes and leave a few unit behind if the mood is especially bad.
The rebel system is really fun for harassing enemies.
