Persona 5 PS3, starts in early 2011. Project has 40 staff members.
First hiccup with the earthquake and nuclear crisis, they scrap parts of P5 and go conventional storyline (original P5 was traveling the world).
Development proceeds well, HD assets made for the first time since ATLUS reused all SMT3 PS2 assets, a lot of groundwork included scene creation tools. Devs think they can hit 2014.
Unknown issues arise in 2013, I'm guessing ATLUS was informed of the PS4 and they had crisis management. They don't have the staff count for 2 consoles and they are polishing the game back and forth, they delay without mentioning PS4.
2015, ATLUS announces the PS4 version. From the directors interview with Vice Waypoint they spent a large amount of time getting 720p 2D assets working in 1080p. For example, a lot of dungeon transition areas have off camera artwork in 2D that needed to be redrawn in 1080p. Development on PS3 either stalled to shift manpower to the PS4 port or they had unused staff work on the tons of DLC like costumes until the PS4 version was caught up.
Late 2015 delay at TGS, no idea. If you've played the game the engine has a lot of overhead on PS3 and PS4, there are scenes in which the player character is rendered with Ryuji and Ann traveling the city without any hiccups. Hacking the game on PS3 let's you summon party members anywhere without a hit to performance. the engine running so tight on both consoles makes me believe the Japanese delay was quality assurance related, plot areas like Akechi arc in the 7th palace come and go without affecting the major plot. I believe Akechi final story arc and Mementos Depths becoming a full dungeon were attributed to delaying the game.
The English delay was sales department related. The PS3 version was examined and the localized master code went gold in late January, they could have pushed it to late or early January but for some reason backed off. The takeaway is the PS4 port added to delay.
At least SMTV already has HD demons models ready.

It's probably reusing P5's engine and definitely reusing the HD assets from it so they can really take time refining the game and it still shouldn't take nearly as long as P5 did.
Project Fantasy is PS4 and Unreal Engine 4. Nice damage control without citing a release date or a time table for Persona 6. After all, PS3 being so hard is why Persona 5 suffered the most. While PS4 is 4 years old, hitting it's 5th year in 2018, without ATLUS new fantasy IP having a release date and no word on Persona 6.
Meanwhile ATLUS just said SMT5 is going to take a long time since they wanna get it right. It too is on Unreal Engine 4.
