These are just specs to protect them, so no one can say "I bought this game and it doesn't run on my computer!" when they're currently unsure of how much it'll take to run.
Which is pointless because Steam already offers refunds for that situation, but maybe to prevent people who play more than 2 hours from complaining? I don't know, point is they're aware how unrealistically high they set the minimum.
