Are there anygames that are about literally playing rock paper scissors? I know there are a bunch of games that have RPS based systems like Fire Emblems swords, axes, spears, but that isn't literally people in the game playing rock paper scissors.

there's a mobile game made by koreans that doesnt have any elements or are identifiably divided by classes that show who is strong against what (i.e. rogue characters > mages > warriors > rogues) but literally they put a rock icon, scissors icon, and paper icon next to their portraits and you know which character is strong against which

The Mesuking minigame from Yakuza Kiwami is this but a twist. You can win by just winning rounds of the rock-paper-scissors game, but each character can have a stronger version of one (like picking rock will pull off their ultimate, doing a lot more damage) to encourage you not only to pick it, but to anticipate your enemy's and try to counter it.

Are you sure you know the proper meaning of the word "literally"?
In divinity:original sin if human players disagree on something, they play rock paper scissors several times (depending on situational bonuses and persuasion abilities). Persuasion checks against AI are also done this way. But it'll happen like 6 or 7 times in a 50-hour playthrough.
There's literal rock, paper, scissors in the Divinity Original Sin game(s? I haven't played the second yet) for settling dialogue choice differences between players and/or AI.
