I think it's more a case of they never really had the chance to flesh out their own setting with another game. New Vegas is arguably they came the closest to that seeing as they had some leftovers from when they were working on Van Buren. PoE2 will be a first sequels to their own IP.

Numenera is the only exception that really stood out as bad to me which is a shame because it's the writing where it fails the most.
