The dancer's set mentions that the veil can only be worn by the members of gwyn's family, so she's either gwyn's wife or daughter
Yorshka claims to be the sister of Gwyndolin, so she's Gwyn's daughter
She's also the sister of Priscilla, which means Priscilla is Gwyn's daughter too

On the other hand there were always numerous royal families, given that Gwyndolin herself married into multiple

But the description user is talking about refers to the cell-like helmet which is exclusive to the Irithyll royal family, not the veil, given that all of the Irithyll knights (dancer, Vordt, beast knights) wear some variation of the cell helm
