Legal issues. I've worked on a lot of lewd games and Steam doesn't want to deal with the legality of selling pornographic games. By uploading a game with the porn removed and having a patch hosted on another site, they technically aren't selling pornographic content and thus circumvent the legal issues surrounding it.
