Not him but I'd guess there's some metadata (basic rom info / pal/ntsc / maybe some flags for special hw if the rom wasn't standard so the emulators won't choke) added for emulator rom packages and not everything has to be pure cartridge damp.

Sure the 'size on disc' which can be checked through file properties is bit bigger but windows reports the 'real size', not the cluster adjusted one.

Small correction, windows (tried on W7) is doing some rounding fuckery probably not to confuse shitters with bytes.
I made 4 bytes long file and 8 bytes long file.
Windows reports the real sizes correctly (in file properties) but in explorer shows 1KB for each, it's not a cluster size either because I use 4KB clusters and 'size on disc' in file properties shows that (as in each file takes up 4KB on disk)

They call it a rom dump because it literally dumps the contents of the cart into a file

yes it can be injected and compiled with extra, there's a slight chance that those roms have less more than the originals because they lack the (!) header, which indicates a perfect dump.
